Animal Control

1. Where is the animal shelter located?

2. How does the animal shelter receive pets?

People sign over unwanted pets, or Animal Control picks up stray animals.

3. What are the steps necessary to adopt a pet?

The pet is chosen and adoption fee paid. Depending on the pet, the pet may need booster/initial shots ($8), which are given at the Shelter and the new pet gets a free examination from Bear River Vet or MJB Vet.

4. How long does the animal shelter keep pets?

Animals that are picked up wandering stray are held for 72 hours then placed for adoption. Animals signed over to the shelter are immediately placed for adoption.

5. What other services besides adoption does the animal shelter offer?

The shelter offers pet licensing services, booster shots are given to animals impounded, and the shelter also offers cremation services.

6. What are the adoption fees for cats and dogs?

Dog $25, puppy (under 7 months) $5, cat $15, kitten (under 7 months) $5 if shots are needed an additional $8 is required.

7. How can I help the animal shelter?

The animal shelter cannot accept monetary donations or citizen volunteers, however we are grateful for donations of pet food and cat litter.

The Mayor and City Council Members meet for regular City Council Meetings on the first and third Tuesdays of the month at 5:30 pm in the City Hall Council Chambers.

You do need a permit to install a sprinkler system. Code requirements of vacuum breakers and backflow preventors protect the general public from water system contamination. Call (307) 783-6450

6. What is the City’s sidewalk replacement/reimbursement program?

The City does cost-share with homeowners to replace damaged and deteriorated sidewalks. Pre-approval is required call (307) 783-6450 for details.

The applicant shall submit a site plan indicating location of proposed signage, graphics and dimensions of proposed signage, an inventory list and dimensions of existing signage, installation details, and a completed sign permit application and fee. Do not place garbage on the ground. Only garbage within the container will be dumped. For an additional garbage pickup or for a second container, call (307) 783-6450.

4. What do I do if my container blew over?

Position heavy materials in the bottom of the container and make sure the lid is down. For their safety, the trucks safety and safety of the general public, drivers are not allowed to exit the vehicle to pick up containers or loose garbage.

5. How do I receive my free landfill passes?

Call (307) 783-6450 for information to receive your passes.

6. Am I responsible for blowing garbage?

City ordinance requires bagging of garbage prior to placing it in the City’s containers. Prevent loose garbage fly-away.

7. How do I dispose of household hazardous waste?

Call Public Works at (307) 783-6450 or the Uinta County Landfill at (307 799-5360 for disposal instructions.

8. Where can I take my recycling?

A recycle center is located at 100 County Road, or call (307) 789-5878.

Street

1. Who do I call if vehicles/trailers are causing problems on the street?

2. What are the priorities for plowing snow on city streets?

Priority of streets are: first - arterials and access to the hospital; second – collectors and school bus routes; and third – residential streets.

3. What vehicles are allowed to park on City streets during winter?

Trailers, boats and seldom used vehicles must be removed from the street. When possible, courtesy stickers are issued to encourage removal. If considered a hazard to public safety or to City drivers and equipment, the vehicle will be towed.

4. Does the City use sand and salt on streets?

The City uses a mixture of sand and salt (12-15 percent) on icy streets. Sand increases traction and salt provides de-icing at temperatures above 20 degrees.

5. Who maintains City street lights?

Most street lights are owned by Pacific Power. Some of the decorative lighting downtown is owned by the City. For assistance with lighting, call Pacific Power at (307) 783-5206; or the City’s contact number at (307) 783-6450.

2. What is the storm fee on my bill?

A new charge of $.50 per month on each account has been added according to resolution 07-36. The State will be implementing new guidelines within the next few years. Instead of being hit with a huge debt at that time, the City of Evanston is beginning its own implementation. The Federal government passed a clean water act that will require the water to be filtered before hitting the river. Some of the new implementations could be very costly.

3. Does the City offer discounts for senior citizens?

Yes. According to Ordinance 83-39: Any person who occupies a dwelling as his/her home or principal residence and is age 65 years old or older is entitled to a water, sewer, and garbage credit. No more than one fee credit in each category shall be allowed on the same property during any year. Come by our office to apply. This is renewed annually in June.

4. Who has to sign up for water utilities?

Any owner of a home with City water, sewer, and/or garbage has to sign an application form. This needs to be as soon as the home is purchased. If the home is a rental, the owner has to come and sign allowing the renters to receive the billing or not. The owner is responsible for the timely payment of all utility charges, fees and billings assessed against the service unit notwithstanding any other agreement between the owner and occupants (Section 23-6)

5. Is there a deposit required?

Yes. A $100.00 deposit is required on new customers and possibly on others. This deposit will be either refunded or applied to your account IF the account is kept in good standing for one year.

6. How is the sewer rate figured?

Each year an average is taken from three of the winter months. New residencies that have not established a consumption history for all three metered months shall be charged an assumed usage of 12,000 gallons per month.

7. What happens if I am delinquent?

Each month delinquent shut off letters are mailed out. The customer is allowed a couple of days to pay the bill. If the matter is not taken care of, the water will be shut off. To restore the service, customer must pay the account in full, $100.00 deposit, and a turn on fee. Service restoration after 3:30 on week days, weekends and holidays is $75.00. Service restoration for delinquency is $50.00. Voluntary service restoration fee is $20.00. Late and delinquent payment penalty is 1.5% per month.

8. What needs to be done if I am selling my home?

If the owner has a buyer and closing is through a title company, the title company will contact the City for an up to date meter reading. They will collect the amount due at closing. If the closing falls through, the owner needs to continue paying on the account even though it is still on the market to sell. If the closing goes through the title company will make a check to the City to pay the account. The new owner needs to come in and sign for service in their name. If you are selling your home and not going through a title company, you are responsible for making sure all payments due are paid in full.

9. Will I get a bill if I over-pay my account?

Yes. A billing statement will be sent. In the box that tells the amount due will show the credit amount with a – (minus) after the amount. Example: $35.68-

10. Can I use a credit card to pay my account?

Yes. We accept Master Card and Visa only. We accept this at the counter of our office, over the phone, or online.

11. Can I view my account online?

Not at this time. We are looking into this feature, which may be implemented at a later date.

12. Can I pay online?

Yes. Click the “Online Bill Pay”, located on the left side directory of this page, to setup your online account. If you have problems with validation, contact support at 879-794-1588.
